We are working with the ArcGISServerRestLayer, and so far it seems to be working well. One thing we did notice is that the map redraw after an extent change is very slow with a layer turned on. Is there anything we can do to speed up the redraw?

Hi Dib,
The ArcGISServerRestLayer should get tile image from remote server, so the only limitation for its render speed should be the connect speed between your machine and remote server.
I think you should can open cache for improve the render speed, but that won’t works when the first time you visit an extent.
Or you can try to find a proxy which can get faster response from remote server.
