I need to be able to link a ToolTip class to the map (Map Suite Services Edition). There are several layers on the map, and I need to be able to change the tool tip text based on the topmost layer. I have an identify that works well for the mouseClick event of the map picturebox. I need to be able to do the same thing with the tooltip.

Service Edition usually focuses more on the engine stuff, it is not good at developing UI features directly interacting with end users like tooltip. If you want to develop a desktop app with tooltip, I suggest you to try Desktop Edition which should be easier for you. Here is a link showing how to create a tooltip in Desktop Edition.
