Bing maps throw exception with no internet connection

If the iOS device does not have a connection a NameResoltuionFailure exception gets thrown when an attempt to draw the bingmapoverlay is made.

For this we simply put the tablet in airplance mode and attempted to display a BingMapOverlay.

This is using v13 beta 200 for core and v 13 beta 159 for ios.
