I want to know is client API for map suit web edition is free to use ? is yes, from where i can download it ?

The Client APIs are integrated in the Map Control and it's free to use. Here is the Client API Documentation.

As we are referencing OpenLayers on the client, so beside the above APIs, all the Openlayers APIs are also available in Map Suite WebEdition. For detail about OpenLayers please check the site here.
