I am not very sure what your detail requirement is. Can you describe that and make it clear?
Do you want to encapsulate OpenStreetMap and show it by using our MapSuite Desktop control? We have GoogleMapsLayer and MicrosoftMapLayer, maybe they are like you expect.
So if OpenStreetMap also has the function like GoogleMap, simple said: the function is that if I request a URL to server, it can return an image stream, I think you can create OpenStreetMapLayer too.

Thanks for the quick answer. Our requirements are to have our customers able to add custom maps of there own, such that online access is not required.
For example, if the customer has a jpeg or other graphic form of a map, is it possible to convert it to Map suite?
Or, otherwise, do you have a solution that does not depend on online access?

We support both online source and graphic source. We already have GdiPlusRasterLayer which can display jpeg to our map.
If some data source we don't integrate, you can extent our FeatureLayer or RasterLayer to achieve that.
