We have clients requesting the ability to create drive time polygons. These polygons would calculate out from a center point estimated distance traveled down any road away from the center point and place a polygon node at that point. Others are offering APIs for this but we need it inside the thinkgeo component. Here is an example. maps.forum.nu/gm_driving_radius.html#

By reading your description and looking at the example, I think that we already have that functionality or something very similar in the Routing extension for Map Suite gis.thinkgeo.com/Products/Extension...fault.aspx
The functionality you are looking is called 'Service Area Definition" with us and we have an example in the "How Do I" samples. I suggest, if you have not already done, you download and try out the evaluation version of the Routing product.
