How to create shapefile from scratch?

  I don't see in the Web edition the function CreateNewShapefile as you can find it in the Desktop version. There is a blog "Creating ShapeFiles From Scratch"  gis.thinkgeo.com/Support/Dis...fault.aspx. If you want to do the same thing with the Web edition, how would you do it?
