Limit Panning on the Map

I would like to limit the panning of the map in a specific area how could I do this?

Hi Joseph, 
  
 We have exsiting API "RestrictedExtent" for limit pan area. 
  
 BTW, "MinimumScale" and "MaximumScale" can be used to limit zoom.
