Web Edition is mainly supposed to help creating a web page, people mainly drag and drop the component to an aspx page (sure can also within an update panel, master page or another control, ……) and the map will be displayed there. Service Edition, however, has no component inside. It includes relative low level APIs which provides more controls to the user, but takes more lines of codes. So if you want to create a quick web application just with lines of code, you need the Web Edition. If you want to create your own component or service with the support of map, you can choose the Service Edition.
Both of them can access data by the way, otherwise how can they display a map.

Map Suite Engine is a component of Map Suite Web?
Map Suite Service edition is a new product which has its own stuff. You can download the eval edition, see the samples and you can get the idea what it can do.

What requires for client to run WebGis from Map Suite?

You mean if we create a web application with Map Suite, do we need any special soft to browse it on client? No, we don’t. It works fine with all the mainstream browsers and you do not need to install anything else.
