Currently in 3.0, the users can pan at any time. I would like to restrict that and have my users having to go to pan mode as in 2.0. How do I do that?

We don’t have this feature in the current version (3.0.131) or the coming Beta 2. It’s in our radar though and we will implement it before/in the final release. Thanks for reminding.
