Raster layers do not work properly when the dpi is not 96!

The raster layers do not take the DPI into account. If the dpi changes to lets say 48, only 1/4 of the map image is filled in with the raster layer. The raster image looks like it is covering the right area geographically, but it is just not big enough to fill the map.
