Render circle shape

 Hello


Can you please guide me how to draw circle based on radius  using "InMemory Feature Layer".Also, they should be overlay switcher to be turned on/off .

Also, while drawing circle with in a radius , i need to create the feature made of a PointShape plotting the  respective Longitude and Latitude values.Providing link or sample would be appreciated.
