Runtime License for Single File Self Contained publish

Hello,

We have created a runtime license for our application as described in the ThinkGeo steps but are still receiving the error “Not Licensed for Run Time”. We are deploying using a self-contained, single file publish. Is the runtime license still the same for these types of deployments?
