UpperScale and LowerScale ignored in WMTSLayer

Hi,

We are using the latest production build for MapSuite Winforms 10.0. We just noticed that the UpperScale and LowerScale properties are not working for WMTSLayer. I have attached a sample project.

Thanks for you sample, which helped us reproduce it easily.

I’ve fixed it in the source, could you upgrade your ThinkGeo.MapSuite.Layers.Wmts to 11.0.0-beta042? it will be available in the afternoon.
