I was wondering if there was a way to incorport a style sheet in the desktop edition to make the map look in a certain way just like a css style sheet in web and if yes how can we do it instead a styling each layer on its on through code.

Yes, you can refer HowDoISamples—> Styles —>Draw using predefined common styles, Change the width or color of a line, Change the fill color and outline of an area, Use predefined geographic and standard colors, those sample can show you how to fit your scenario.
